La campagne s'annonce acharnée, avec plusieurs grands thèmes qui occuperont les candidats. Nous nous penchons ici sur la gestion des flux migratoires et de la place de l’Union européenne dans un monde où les conflits se multiplient à ses portes.

Cela fait bientôt deux ans que Vladimir Poutine a envahi l’Ukraine. L’Union européenne continue d’aider militairement l’armée ukrainienne, mais échoue à trouver un accord sur une nouvelle enveloppe de 50 milliards d’euros demandée par Volodymyr Zelensky, en raison du veto opposé par la Hongrie de Viktor Orban.

Dans le même temps, l’adhésion de l’Ukraine à l’Union européenne s’accélère en dépit de certaines oppositions, comme celle de la gauche radicale, qui craint que l'afflux de travailleurs ukrainiens ne provoque un dumping social, ou celle de la droite radicale, qui veut rétablir le dialogue avec Moscou.

Au cœur de notre diplomatie il y aussi l’Afrique, continent-miroir avec lequel nous négocions des partenariats pour bloquer les flux migratoires. Et c’est ce thème de l’immigration que la droite voudrait placer au centre de sa campagne pour gagner des voix.

How has Eagle Pass, population 35,000, handled hundreds of thousands of migrants being released in their city? We speak with Valeria Wheeler, the Executive Director of the migrant processing center Mission Border Hope. The non-profit continues to move migrants out of the border town with the help of the state of Texas busses. Wheeler also manages to feed migrants three meals a day during their stay with the organization. We ask how she manages the flow of migrants with no warning of what is coming.

Mardi, le projet de loi immigration ayant suscité de vifs débats et remous tant dans le corps politique que dans l’opinion publique a finalement été adopté par le Parlement, suite à la proposition de texte soumise par la Commission Mixte Paritaire. Au terme de dix-huit mois d’incertitude, d’avancées et de reculs depuis l’annonce du projet de loi par le Ministre de l’Intérieur, Emmanuel Macron s’est prononcé sur le verdict dès le lendemain dans l’émission « C à Vous », sur France 5. Alors que Marine Le Pen a estimé l’adoption de la loi comme une « victoire idéologique » pour son parti, le Président a rejeté en bloc l’affirmation de la députée, affirmant qu’il s’agissait « bien sûr, d’une défaite du Rassemblement National ». Des débats, semblant s’être calmés, qui en ont soulevé de nouveaux, invitant désormais à questionner qui ressort véritablement gagnant de cette loi immigration entre les partis de la majorité présidentielle et ceux de l’extrême-droite. L’adoption de cette loi immigration aura-t-elle un impact sur les prochaines présidentielles ? 

Edwige Diaz, députée du Rassemblement National, corrobore les propos de Marine Le Pen. Il s’agit pour elle d’une victoire sans équivoque : « C’est la première fois que nous avons une loi qui acte le principe qu’il y a trop d’immigration dans notre pays, qu’il y a un lien entre immigration et insécurité, et que le principe de priorité nationale est intégré dans une loi ». Elle se réjouit que le texte ait été « considérablement durci », mais exprime ses doutes quant à la régularisation des travailleurs sans papiers dans les métiers en tension, un aspect de la loi fortement appuyé par les députés En Marche : « Le Rassemblement National ne se réjouit pas qu’il y ait encore un principe de possibilité de régularisation ». Malgré quelques réserves, elle considère que le texte va globalement « dans le bon sens » parce qu’il « contribue à durcir les conditions de regroupement familial, de droit du sol, de délivrance de Visa, et à faciliter l’expulsion de délinquants étrangers ».

Un bras de fer avec la macronie 

Si le Président a autant parlé du Rassemblement National sur le plateau d’Anne-Élisabeth Lemoine, c’est tout simplement parce qu’il nourrit une « obsession », selon Edwige Diaz. Il s’agit pour elle d’une manière de « masquer son échec ». Elle estime que sa politique du « en même temps » n’est pas possible pour un sujet comme l’immigration, et que « cette loi a été génératrice de crise au sein de la majorité », prenant en exemple la démission de son poste de Ministre de la Santé par Aurélien Rousseau comme marqueur de dissidences au sein du parti présidentiel. 

Elle s’autorise pourtant à rentrer dans le jeu des provocations, en rappelant que « le Rassemblement National, contrairement aux macronistes, n’est pas dans un état d’esprit de calcul politicien ». Elle explique que depuis qu’ils ont été élus à l’Assemblée Nationale, le Rassemblement National vote « tout ce qui va dans le bon sens ». Au sujet de la loi immigration, elle estime qu’elle est « imparfaite » mais qu’elle présente « un Acte I vers le durcissement de la politique migratoire ». Les yeux rivés sur les prochaines présidentielles, elle annonce que « l’Acte II du durcissement de cette politique migratoire interviendra en 2027 quand Marine Le Pen sera élue Présidente de la République ».
