If your goal is to make America great again, why would you start by cutting these basic services for families and deserving people across this country? For goodness sakes, we're better than that. Veterans, that's just, they bring this, this is what they always do. They go, children, Medicaid, veterans, right, to try and scare you. This memo, this freeze, was aimed only at cutting funds to agencies that violate Donald Trump's legitimate executive orders.
This memorandum requires federal agencies to identify and review all federal financial assistance programs and supporting activities consistent with the president's policies and requirements. You know, the stuff people voted for. So executive orders along the lines of the border, foreign aid, wasteful DEI programs. Medicare benefits, food stamps, welfare benefits, assistance that is going directly to individuals will not be impacted by this pause. Ignorance is no longer defense. Jim Acosta lied to you. They lie to you, constantly. Here's the truth. It is the president's job to enforce the law. Now I know the Constitution gives Congress the power of the purse. We understand that I watch Schoolhouse Rock 2, Article 2, Section 3 does state the president shall take care that the laws be faithfully executed and President Trump can take care that those laws are faithfully executed by impounding, pausing, freezing funds. There you go.
Let me give you some history here, the Congressional Budget and Empowerment Control Act of 1974. It outlines all of this, the procedure, the logistics for the President to impound funds. It permits the President to temporarily defer spending without congressional approval. All he needs to do is notify Congress. You may not like it, but that doesn't give you the right to lie and say it's unconstitutional or without any type of precedent, which brings us to another key truth.
Presidents have done this many times before impounding freezing funds. Let's go back to 1803 Thomas Jefferson. He impounded funds that were allocated for military equipment. Congress wanted to purchase gunboats for potential conflict in the Port of New Orleans. Jefferson paused that because his completion
of Louisiana Purchase and did these sort of potential hostilities, okay? So he paused it. And by the way, it was better judgment. 1876, Ulysses S. Grant, the same thing. He impounded certain funds as, I'm trying to remember which funds do we have the overlay? I just know that it happened in 1876. Anyways, we have the reference there for you. 1940, the hero of the left, FDR. He did the same thing. He impounded funds as part of the Great Depression Recovery.
And this is one of those things I understand that they are routinely litigated. He's going to have to battle this in court, but for them to tell you.

He was working late into the night to cut out some waste and offered some federal employees, sorry, I mean, the true heroes, a choice to make.
President Trump says the federal government will offer buyouts to federal workers as part of his effort to shrink the size of the governmental workforce. The government sent out an email Tuesday offering buyouts to all 2 million federal employees who agreed to leave their jobs by February 6. It's coming alongside the federal government mandating a return to office for all workers.
News outlets, including Axios and NBC News, report that a Trump administration official told them the White House expects between 5% and 10% of federal employees to take the offer. Something that could shrink the federal workforce by hundreds of thousands of people. Which could amount to, I believe, about $100 billion. So he basically offered to give them severance to buy them out. Effectively, this offer. I buy you out. You don't buy me out. Your casino loses money.
Maybe we can do better. You think I'm skimming off the top, Mike? You're unlucky. I just call 500 billion dollars an annual waste unlucky. You goddamn guinea's really making money. Just go in and go, look guys, we gotta pause this. How many shrimps on a treadmill do you need?
